They simply fail when you try to include players and element beyond what everyone can see and keep track of. Federalism is in part an attempt to help address that shortcoming by making politics local.

Allowing us to act only as communities & later States at higher levels as at those levels to reduce the number of actors and the domain of behavior to what is both visible and manageable by the people.

But you have to act as those communities treating them as equals, meaning equal regional representation, no national or even state wide popular vote.

And Just as importantly no huge conglomerated cities.

All of those organizational features abolish the borders and force people to try and keep track of political actors and issues far beyond what the human mind can do or what a person can see and know. Creating invariably screw ups.
