So basically you just want to hire a bunch of White cops and fire all the minorities. That kind of seems like a racist policy to me. Clearly people have freedom of speech. So if they want to be racist they can be. Clearly people have private property rights in America and people's ideas are their property. So people have a right to be racist. So long as they are professional on the job, I see no reason why Black people can't also be cops. In fact I think it is in the interest of Black communities to have Black policing on their streets. It doesn't matter that they are racist. In fact it might actually benefit their communities to have racist Black cops. If some Black supremacist is going around yelling at all the hoodlums telling them to straighten up, study harder in school, and be better, they might amount to something in their lives rather than falling through the cracks.

They should put police funding into better education, having cops visit the communities they’ll be serving & get to know everyone, better programs to train in case of danger, etc.

As to answer the question, though, they should definitely have such an implementation. I am not sure how they would come up with the test, tho. People could lie on it to get away with racism, so whatever the test may be, it has to be fool proof.

Please do some research… don’t get all your info from evening news, they just lie to you.
From 2021-2023 194 cops were killed just doing their job. In 2023 cops shot 1163 people. 425 white people 229 black people. Where is the racism? Almost twice as much white people then black. The difference, every time a black person is shot the news goes crazy, several days of coverage.… if a black person kills a cop… you don’t even hear about it. That story is buried on page 73 in the news paper. Bad cops or racist cops don’t last in the police force these days. They do something stupid, the city gets sued and the cop loses his job or gets prosecuted and goes to jail.

When you are trying to stop a threat, I mean a real threat…. Rubber bullets won’t do it.
If your mother was being brutally beaten and the attacker raises a machete above his head to inflict the death blow… do you want the officer to shoot with rubber bullets or real bullets? Keep in mind that for every racist cop issue you hear there are hundreds of issues where cops are saving someone, those you don’t hear.
