Is drinking and driving a choice?

You know everyone says it's a choice, but i think once they've passed a certain point, you definitely aren't convincing them otherwise short of the just taking the keys from them. You definitely aren't going to verbally convince them. I don't drink, but I think after a certain point they no longer have logical decision-making abilities. So I don't know if it's fair to say they made the choice. They made the choice to drink, yes that's for sure, but after that it was the alcohol behind it all. Not that i'm blaming the alchohol, I'm just saying they made the choice to drink in excess, not drink and drive. Opinions? Now before you ask, I choose not to drink just because I'm not a fan of that warm burning sensation it gives my throat, plus they have too much red tape involved in it. I'm not the type of person that's just going to sit at the house all day long and drink beer. That's not a productive day, and now i can't even go anywhere because i'm under the influence.
