I'm assuming you're talking about mental health. If so, the answer is no. Most people aren't even aware or won't admit that they have issues. You have to want help to receive help.
Unfortunately no. There are just some people with too much trauma to ever get out of their brokenness.

Some can, some can but won't, some can and want to but no there is a demographic of people that just can't be saved. Maybe they have a mental disorder and can't find meds that work which I've seen happen and as someone with mental illness himself there are limits to what people can achieve when they're limited by brain chemistry, they have no control over. When something is wrong with your brain on a physical level like bad brain chemistry or psychopathy or sociopathy sometimes you can help them but sometimes they're fighting a battle that just can't be won. There are different limits for different people.
The way I see it, every broken person can fix themselves. Most just choose not to or don't try to do it in time for it to make a difference. That's what relying on others to do it for you does. My therapist is basically just my journal blogger because one session every 2 weeks to a month doesn't really change anything. It's what I do in between sessions for myself that matters.
Nope. I would honestly say that most broken people can't be. And they don't even want it. When broken people say they want to heal, what they usually mean is "I want to do the same thing I've always done because I know I'm not the problem, but with better results."

it would take a lot of patience, understanding and a lot of love to fix a broken person but unfortunatly we live in selfish societies where we don't understand much what someone else is going through, haven't the patience or the love to fix someone else. So no not everyone can be saved from being broken, everyone wants to be fixed but noone has the time
No, some people are just too far gone to the dark side and they're just evil. They're creator can fix them, if you believe in that, but no another person, in my opinion, can save someone from themselves.
Sorry to say but no. Some need to thrown in a deep hole for the rest of their lives. Some of these broken people are pure evil.

With therapy , and good friends , and maybe get away from person that.
