Firstly, your numbers are wrong - the US vaccination rate is 95%, compared to 91% in Europe.
More importantly though, Europe is not one homegenous mass, and outbreaks are localized events.
If you look at the figures, the vast majority of European cases have been in Romania, which ranks 6th in the entire world, with 25 times as many cases as Italy (the next highest in Europe) - not so surprising when you see that the vaccination rate in Romania is just 62%.

Apparently, during and after Covid-19, the measles vaccination rate went from close to 100% to below 90%. And this is the result.
