DCA really only exists because its convenient for all the law makers in the DC area. Its because they do not want to be inconvenienced going to IAD or BWI like normal people. Before the accident they actually where trying to INCREASE capacity at DCA which was insane since DCA is already way above capacity. The airspace is complex and requires pilots to maneuver visually with no margin for error on to shorter runways. Throw in military traffic and what happened was inevitable in my opinion. It was classic "Normalization of Deviance"
exactly... and supposedly the FAA is in charge of ensuring it's safe. They aren't favoring safety.
Well i hate the term "safety"... its really about managing risk. Trying to jam too many aircraft in a small restricted area usually dumping the problem into the laps of the controllers and pilots is not a good way to manage the risk. There was really only 1 line of defense. Thats not enough.
In all the commercial flying I've done, I rarely flew into Reagan National. It wasn't a conscious effort, just that more flights to the DC area are available to Dulles or BWI. I'm not going to intentionally avoid it.
