I don't know about encouraged but they should be allowed to. If it is bad enough to turn people away the candidate won't win.

Truthfully I look at what a candidate & his party has done in office and if he's done nothing but talk i will vote for someone else. Thats why im currently not voting democrat, Trump brought the national guard to my city and now I walk the streets safely for thd first time in my life while the democrat mayor was letting crooks run free.

Generally I would not but it depends on why they were arrested. If the were drug dealers forget it. If they were in DC on Jan6th I would thank them for their service.
