Yes. Because, legally, a foreign embassy is foreign soil. A country cannot legally invade a foreign embassy. And if that embassy decides to allow a person to stay, there is nothing the other government can do about it... legally.

Embassy cars also have immunity similar to embassies themselves. Vehicles registered to a diplomatic mission or a diplomat with full immunity are protected from local jurisdiction, including being searched or seized, and the driver cannot be arrested for minor traffic violations.

If the American authorities want to apprehend you, they are not going to care one bit about the sovereignty of another country, whether you are in the country or in their embassy. American law enforcement authorities break the law like that all the time lately.

It’s going to depend on the nature of the crime, the relationship between the US and the foreign ally, and the importance to that foreign authority of the person seeking diplomatic recognition.

Yes. But why even make it that complicated? Go to a country with no extradition treaty. If the US-American court system can’t get you, they can’t get you.
