I think women's estrogen makes women more emotional than testosterone. But the good thing is, we can openly express our emotions without being judged or emasculated, unlike men.

My best guess here is, it's not about the testosterone. But rather some of those men's suppressed emotions, leading them to those actions. That's why finding someone they trust enough to talk things with, or rely on.. is important. Any gender is capable of crime, though.

Testosterone is not directly linked to acts of violence. More likely, the reason men have higher rates of violence than women has to do with socializing more than it does chemical biology.

Men and women are treated very differently under the law. Now that we understand profiling and bias in the legal system, legitimate questions have been raised.
For every interaction with law enforcement, men are more likely than women to be arrested. For every arrest, men are more likely than women to be held and charged. For every charge, men are more likely than women to be prosecuted. For every prosecution, men are more likely than women to be convicted. For every conviction, men are more likely to receive much stricter punishments and serve the greater part of their sentences. Even when the crimes are identical.
Literally none of this proves that men are more likely than women to commit crimes. Only that men are more likely to be targeted by law enforcement at every level.
Criminology has come a long way in the last forty years. Contrary to the popular joke, the internet is not just for porn. Even the average shmo can access volumes of case data and research on gender bias to see that women are quickly catching up to men in the numbers.
Based on your question, we must then ask if women now have more testosterone. Or has our wildly biased approach to law enforcement only led to the erroneous conclusion that men are more likely to be criminals? Without truly unbiased law enforcement, which we are ages away from right now, and years of research into the statistics that come out of that idealized scenario, we will never know the truth.
I can tell you that entitlement is far more closely linked to antisocial behavior, including crime, than is testosterone. Far and away the most entitled people i’ve known in my lifetime were all women.

I believe men commit more crimes because they have a higher tolerance for physical discomfort and a lower tolerance for emotional discomfort. Their high tolerance for physical pain might make them judgmental and dismissive of women weaker then themselves and their low tolerance of emotional pain might make them violent towards women who cause harm to their feelings or their confidence or their reputation.

Another reason women commit fewer crimes is that they are more emotionally and socially complex then men and complexity can buffer and taper down your aggression levels so that you commit micro acts of retaliation when you are angry and not traumatic acts of retaliation when you are angry.

Physical crime requires physical strength. If you want to blame hormones, there is plenty of blame to go around on both sides.
