Ehhh, the history on that topic is actually kind of interesting and this might be one of the few things maybe I agree with him on.

Well, it's a little complicated so forgive me for not being more specific but George Washington specifically wanted the Whitehouse to be small. the original plans were for it to be grand and comparable to lourve palace or Versailles.

So from the very beginning the image projected of what the white house is, how it looks has been called into question. The president is not royalty, the president must be careful to stay relatively grounded. If I'm not mistaken, Washington wanted it to be a 1 floor house and only recently did it become 3 floors... Don't quote me on that.

Anyway the ballroom has actually gone through this exact situation before. Some president's wanted to make the Whitehouse more grand some wanted it to be smaller but at the core of these issues is that it's a representation of how presidential authority has been consolidating power slowly over the course of the life of our country.

But if you really want to know about it you can look up the different plans president's had for the Whitehouse. Congress usually says no to the funding (which they probably should lol) and then the president usually has to find people to fund the improvements he wants.
