Are halfway houses beneficial to society? Should we have more of these in the US?

Does anybody else feel that more halfway houses (especially for women and delinquent teens) would help society? Personally, I’ve been to a few, one was a summer camp for delinquent teens with ADHD and other mental disorders, and another one was for women that had been affected by drug and/or alcohol addiction. I personally feel they have a positive impact on society, but at the end of the day, the person has to want to change. What is your thought on rehab programs like these, and do you think they work or are a waste of money?
