The governor of New York has found out. People and businesses have been leaving New York in droves and going to kore citizen friendly states like Florida. All the big financial companies have either left New York or are in the process of leaving. Gov Kathy Hochul is begging them to come back. She has not had any success.

The US taxes citizens, not just residents. It doesn't matter where you live, you still have to pay your federal taxes. You have to renounce your citizenship to avoid paying taxes. Most countries only tax residents and their citizens can avoid paying taxes altogether if they live abroad for more than 183 days and live on tourist visas.
