Maybe they are just afraid of opposing them. People act out of character when they are scared so it really depends.

It depends. Sometimes I'm OK with it if they're allying against a bigger bully. The line gets pretty blurred today with what is bullying. A lot of the people who claimed to be bullied are bullies themselves.
