Do you agree that in millennials and Gen Z experience, most women don't mature A LOT until they around 21 and men until 23?

I always heard people say how once people are 18 and 19 people are a lot more mature and nice but in my experience that is a load of you know what. They mature a little bit but still haven't changed much from High School. Women don't start changing a lot until around 21 and males until around 23(since males take longer to mature). And it is the experience of many people that are Gen Z and millennials too. People are always saying how people are nice after a couple of semesters in college/uni is. Lol.
