my sister is from Vietnam and they don't do it because they're afraid of scams and kidnappings. is it ok to approach a stranger in your country

We just use commonsense, if they look trouble we avoid them. Otherwise people are safe, you've just got to respect not everyone wants to be stopped for a conversation.

Yes, in both the UK and Germany. I'm wary of people who approach me, and I assume people will think the same of me, so mostly it's chatting to people who are in the same queue or waiting for a bus or something.

It's not common, though.
