Technically yes.
You just need a huge electro magnet powered by a huge amount of electricity and it won't be lifted by a huge amount, just some milimeters or maybe one or two centimeters.
The amount of energy increases exponentially.
And ofcourse you need plates of iron in the basement and you will run the risk of the house collapsing when its not lifted slowly or unequally.
Actually you need so powerfull magnet for it and you will need energy to keep magnets energy same :) There is infinity energy on magnets.

Not really. Most houses aren't made of metal, so magnetism won't really work - but you'll fuck up infrastructure within the house.
I've seen houses lifted before, and it's a very involved process. Often, you'll need to dig under the concrete foundation and raise that up, then either fill in a supplemental foundation or fill the ground in to raise the level of the ground the house sits on (and then remake foundational structures anyways or the house becomes unstable).
Some pre-fab houses might be made of enough metal to have parts lifted by magnet, but generally you're gonna use other, more mechanical means.
The house itself would have to be designed with that in mind. Not sure why you'd actually want to do that though.
In practice I don't believe so qe could probably work out the theory for it but the cost to achieve it would probobly be monumental

With strong enough magnets, yes. Though the mass and design of the house are important factors.
