With clouds you may get 50% power, fully covered sky, maybe 10% and pitch black sky 0%.
Wind is also bad, it won't reduce the amount of power generated, but may damage the panels.
Not very well. That's why solar systems are always accompanied by some kind of energy storage system to save energy when the panels generate more than is needed, and to provide energy when they don't.

In bad weather where there is still enough sunlight breaching the clouds to cast shadows, solar panels will still be able to capture and use sunlight.

This is not a yes or no question. The worse the weather is, the lower the power you'll see from your panels. How much depends on the solar panels, their position, and how bad the weather is.
Yes, they do. As longbas there is sunlight. It can be raining, but asblong as there is sunlight, and it is not night time, it should work. However it may absorb less solar energy
