Since Arizona does not observe Daylight Savings Time, they are in the same time zone as California (Pacific Daylight Time) during the summer... even though technically it's still called Mountain Standard Time... while the rest of the Mountain Time Zone during the summer is Mountain Daylight Time. The same is true for Indiana (Eastern Standard Time is the same as Central Daylight Time) during the summer.
Hawaii is in the Hawaiian-Aleutian Time Zone and their situation is slightly different. During the winter, Hawaii and the Aleutian Islands are one hour behind mainland Alaska... and during the summer, they're two hours behind mainland Alaska since most of Alaska observes Daylight Savings Time In the summer while Hawaii and the Aleutian Islands do not (they are in Standard Time all year).

Arizona is never on Pacific Standard Time.
Arizona only observes Mountain Standard Time.
During the warm months when Daylight Savings Time is in effect, California is in Pacific Daylight Time which is identical to Mountain Standard Time.
So, as of today, California and Nevada, being in Pacific Standard Time, are one hour behind Arizona and that 1-hour time difference could be seen on the clocks on the Arizona and Nevada side of the Hoover Dam.
However, on 10 MAR 2019 when Daylight Savings Time goes into effect, California and Nevada will be in Pacific Daylight Time and have the same time as Arizona. This could be seen at the Hoover Dam where the clocks would match.
I'm on MST, and AZ is definitely an hour behind us half of the year. Arizona is on Mountain Standard Time with us Montanans in the winter. In the summer they are an hour behind us with California.
Arizona uses MDT in the summer. Mountain Daylight Time. My grandparents and dad's family live there, so I know the time changes from calling and visiting.

Woops, other way around. Now they are an hour ahead of PST again.
it uses pst except a small portion in the northeast part of the state which is on MST and does practice daylight savings
They don't change and always mountain standard time. The rest of the country except Indiana changes. So when the rest of the country changes Arizona stays on mountain standard time. Arizona and Indiana are the only smart states top keep the same time all year long. The rest of the usa needs to follow suit and do away with daylight savings time
