This is an old myth from the 90s, and no I don't believe it, thats ridiculous. Besides with some flexibility it's very possible to do that without some ridiculous surgery.

Believe it or not I had actually asked my Doctor that question and I was embarrassed and when I asked my Doctor the question the first thing he did was look at me like I was out of my mind and I said to him, "Sir, I am not asking you the question because I want that kind of an operation but I had heard that Marilyn Manson had an operation to have 3 of his ribs removed so he could blow himself and I am wondering if that legal or not?". My Doctor said to me, "Sir first of all it is a very mentally disturbing thing that any man would want to perform fellatio on himself and second it is totally illegal for any Doctor or surgeon in the United States to perform and operation of that kind and the only way and operation could have been performed like that is by having it done in a home or in a basement of a home and the chances of survival are very low as any person needs all of their ribs in order to breathe properly and other body functions".
