Is there any point having police when they refuse to stop school shooters?

We now know that multiple police were onsite in the Texas shooting when the killer arrived, but refused to take action. Just like how the sheriff's deputy on site at the parkland massacre his outside and refused to help.

Since police will just wait outside while killers murder people, is there any point paying police? They are trained specialists who won't go up against teenagers.

If that's actually true they should be publicly reprimanded for failing in their duty and then fired.
