Of course not. But the picture tells us nothing about a specific situation or what led up to it. It tells us nothing statistically about whether or not the individual was reported to be violent or carrying a firearm. Nor of the lighting conditions. Maybe it was clear as day and the cop was a lazy, fat-assed loser who did not feel like chasing an alleged culprit, or maybe it was far more complex.

There has been a long list of self defense claims by people that claims that they thought the victim was armed with a gun when in reality they just had something such as a candy bar. This is also a common excuse among police officers when they shoot civilians. These victims almost always tends to be black to my knowledge.
I have heard of a police shooting a kid in a store who he thought was armed when it was a toy. A teenager holding a hairbrush in New York shot 20 times by police, 1999 in New York a guy was shot at 41 times for reaching for his wallet and police thinking it was a gun, 2001 Timothy Thomas was pulling up his pants while running from the cops and they shot him, 1997 Andre Burgess shot in the leg after reaching for a candy in his pocket by undercover police thinking he had a gun.
Basically, there is a long and well established trend of people, often police, shooting unarmed victims thinking they were armed when they were not. Oftentimes what they actually had was a candy bar and very often these victims are black.
