Gap, J Crew, Banana Republic, Macy's, Old Navy, Sears, K-Mart, Walmart, Target or almost anywhere should stock what your looking for. I don't know why you are having so much difficulty finding them either. The reason I listed the stores that I did is because those are all ones that I distinctly remember seeing solid crew neck shirts there in the past.
I had the same problem not too long ago. I ended up going to Walmart and picking up a pack of Hanes t-shirts. The only thing is they didn't have any for girls, so I had to get them from the men's department :\
Old Navy is usually pretty good for this. The other way to go is to hit Target and look in the sportswear department. They should have stuff either by Russel or by Champion that fits the bill.
