Haha I don't know. Maybe I'm alone in this, but when I hear him speak...I just find it incredibly funny. Captain Quint has quite the flair for dramatics.

Dr. Evil, Austin Powers: International Man of Mystery (1997)
Just "...one million dollars". He's one of those characters you can't help but love. Why? because he's quirky and unknowingly hilarious. Who doesn't like that?
James Bond, Dr. No (1962)
You know...we all know the Bond movies, and the one thing everyone of us knows is that they aren't devoid of a sense of humor. It may not be as on the nose as most of these other characters, but there's something to be said for that slow roasting burn that only Bond, James Bond can achieve.
