I'm pretty sure it's multiple things at work and that's over and under exposure that so many people have mentioned but also your surroundings and what angle you are looking at the screen not to mention the device you're looking on it changes it slightly.
It's all based on how your brain is registering the photo, It is all in the lighting of it. I agree that a different device may have an effect but it would be minimal.

Yeah I agree. Perception is very interesting and my friend wondered if we all really saw the same color, like my red is your red, and I think it's safe to say we probably don't.
Well from what i know we are all very similar to how we see color. However, some people develop slightly differently so some colors may be more vibrant or more saturated. But in all it is very minimal unless you have a condition where you can not see certain colors or your brain portrays them as something completely different.
