What does it mean to "act cute"?

So folks...what does it mean to "act cute"? I hear people say this but I just don't get what "acting cute" means (for a girl, anyway). I mean, Care Bears are considered "cute", however I can act all SUNSHINE AND FRIENDSHIP! and just creep people out. Can someone explain?
