It's more about how you deliver it then what you're saying which determines the "creepiness". You can pretty much take anything and say it really weird and creepily.
Despite what some might think, girls love compliments that are offered genuinely. She's probably spent a long time on making herself look good. Why wouldn't she want to be complimented on it? They just don't like it when you say it strangely as though you want something else from them but are hiding your intentions. So, I'd recommend working on how you say things more than exactly what you're saying. And go out and try them to practice. Sometimes you'll get a good response and other times you won't but it's the learning experience that is so valuable.
Examples:
"I love the way you're rocking that drink. The colour just matches your outfit really well. Yours *pointing to her friend* I'm not so sure about *smile*"
"You really shouldn't wear that outfit?"
"*shocked*Why not?!"
"Because now I won't be able to talk to other girls without being distracted every time you walk past"

First of all, don't ever do it at work...as you say, there's no safe way to compliment a woman on her looks there unless you're pretty good friends.
Otherwise, I like comments like 'nice jeans'...she knows what you mean! But she can't prove it!
Here's a basic line that always works...
"That shirt makes your eyes turn the most gorgeous shade of [insert color here]"
Or "That skirt really shows off your beautiful legs"
Or "I like your earrings, they match your outfit perfectly."
^ Not creepy, not heavy. Just right.

Don't just say nice shirt because that is complimenting the shirt. Say something like "That shirt looks really good on you." Or "You look nice in those jeans." Don't growl it at her, don't say it like, "Damn giiiirl! That shirt looks gooood on you! Mmmm!" Say it casually like you are talking about the weather.

I usually compliment my friends who are girls sort of in a not so serious way so that it's not sort of awkward and it'll usually make them smile even more since you say it in a funny way. It's usually funny to say you gotta leave because it's getting too hot in here with you in that outfit, oh man! haha
If you don't want to come off as joking too much, then you can say it in a light, nice manner that's sort of just matter of fact really.
