You should first say something else. If you notice she takes a compliment well, you can say that. I once ended up blowing a guy who said I had nice boobs and we just met that day :). just saying... It makes clear that you have serious sexual interests in her.
I don't like it when guys besides my boyfriend comment on my sexual parts. I find it rude and creepy and I don't take kindly to it. Why not give her a non-sexual compliment instead?
Rather than first complimenting her breasts, try, "you have a really nice figure." this will make her feel confident and she will probably get what you mean.
