He stares at me but doesn't talk to me?

There's this guy in my class who I often find staring at me. When I look at him he doesn't look away. I'm confused by this since we've hated each other and fought since three years back. And somehow I always manage to end up in the same group projects as him, but he doesn't talk to me more than the others. Though, I once caught him staring at me during a group discussion and he kind of lost his words. Like, he stopped talking for a moment and then looked away and continued. He is known for easily crushing on girls and there's this one girl he always talks to and teases but he doesn't stare at her like he does at me.
Can someone explain his confusing behavior?

I think only he can explain that one, He obviously has some weird interest in you, otherwise why would he so aggressively eye fuck you, unless he enjoys doing this as I've known some people to do. Maybe you should confront him if this is of real interest to you. If you have no interest in interacting with this person then let him be weird and forget about it. He want's your attention one way or other. It may not be for a good or nice reason either, but he certainly wants it...

Unless he has really bad vision, and enjoys staring into space your direction. Do you always sit in the same place? Was this fight very bad?

Some-one has to take the initiative to start a simple conversation, without yelling lol.
My crush had done this and I knew he was passive about his emotions so I just talked about anything. He would stare at me but he couldn't say anything, but he has gotten more comfortable now.
Texting each other can gently break the ice too.

Our fights mostly consisted/consists of us simply not agreeing with each other but there was one time when he insulted my friend, I got pissed and I yelled at him.
