Why does my crush keeps staring / looking / show signs that he likes me but doesn't talk to me and likes another girl?

My crush is open to everyone that he likes that girl but he really keeps on staring at me, I can see him through my peripheral vision and when I look at him, he doesn't look away and I'm always the first one to do so coz it's awkward. He stares too much! And then he doesn't talk to me at all. We've been classmates for three years. And then whenever I walk into the room and he sees me, he's going to fix his hair and shirt. And he seems to like me being close to him because one time, we're practicing speech choir and he was placed beside me and he keeps on going near my back like we're supposed to be 20 inches away but for pete's sake I can feel his breath on my neck and his chest is touching my back and it's very uncomfortable. Many times in the locker room, whenever I put things there and see him coming, I get so freakin nervous because his locker's on top of mine so he'll put his things there and he's like backhugging me and I can't even get out when i finish because he's cornering me while putting stuffs inside his locker and i'll say "excuse me" but he doesn't listen so i need to wait for him to finish before i get out from his arms and ya know i feel like he's teasing me. And sometimes when he's talking or flirting to his crush, he looks at my way.😒 Why is he acting that way?
