Nothing wrong with A cup breasts - just your natural size. Try and learn to embrace them rather than will them to keep growing because it certainly seems as though that's them done lol. In terms of your periods stopping.. sometimes that can happen with stress and things like that so if you've been very nervy or anxious about anything then that might be why. Also, make sure you're eating properly and eating enough - that can often stop everything functioning in that sense.
If you are too big or too small your period might stop. Are you over weight or underweight? Are you pregnant? Also nutritional deficiencies can prevent your breasts from getting bigger. It's also possible your body is not ready for womanhood yet.
Probably "hormonal imbalnces", you should get help of a gynecologist because even if it's physiologically normal most of the times, it can be pathological.
Late onset puberty. Are you an athlete? Gymnasts will get delayed puberty.

I would need to ask more questions. Im sensing starting at you're pituitary gland checking all through you're endocrine. You're menstruation is also a concern.
I stopped getting my periods too when I was about your age and went to see a gynocologist. It was nothing, periods just have to settle when you're young. But I suggest you to go get checked too.
Well your breasts are fine. I say a perfect size. And if you're worried about your period, I'd talk to your doc about that.
If you're 16 and you haven't gotten your period yet you should see a doctor, it's kinda serious.
