Yes they are but there is a lot more to it than that. Firstly, unless you're a total beginner who is out of shape and starting from the absolute bottom, bodyweight squats don't do much of anything for you. You need to be working with weight. Enough weight to challenge your strength to the point where you can only manage between 8 and 12 reps before you have to take a short break because you feel like your muscles are about to give out on you and you can't safely attempt even one more.
Additionally, rest and diet play huge roles. If you want muscles to grow, you need to be eating at a calorie surplus and you need to be allowing yourself long rest periods in between workouts. People looking to add muscle and shape typically only work that body part 2 days a week and let it rest every other day.

I squatt all the time and it always feels like its only working out my leg strength, but not my butt. I would live to know if it really works and if not what does work.
yeah, my butt sticks out a bit now. no one noticed but my booty did grow. I wish my boobs were more like this.
