Focus on losing weight but not at an accelerated rate, like a lb a week is fine, or a half a lb if thats easier for you, keep in mind the faster you do it, the faster you'll get it over with, but if its too mentally daunting try a little bit less.

You need to get in shape first. I don't think guys should ever get past 13%. Definitely should not be bulking. Eat a maintenance with good wholesome solid calories. Get in shape first then you can start thinking about building quality muscle.

No. At that fat % you will lose weight but gain muscle if you workout and your diet isn't crap. That said initially it may appear you're getting larger but that will change within 1-2 months of a good workout routine
Yeah you can, do some cardios and continue with your workouts, try not to eat food with high calories, don't eat anything after 21.00 PM. Hit to gym at least 3-4 times in a week you will reach your goal in a short time.
