How to lose 10 pounds?

So my brother told me to ask this and he is 6'3 and 185 pounds. He use to weigh 260 pounds and lost 80 and then went to 185 by lifting weights. You can see his top 4 abs just a little but he really wants to loose 5-10 more pounds.

He is already on a very strict 1,300 calorie diet that is all protein.. Low fat and sugar! He doesn't know what else to do. He thought that putting on some muscle could help him burn it put it hasn't helped much of any. He does cardio but still can't get rid of it.
