Guys, we broke and what is he thinking?

I need man’s point of view & clear picture to myself If I shud move on.
We are tgt for 18mths. first 9mths we are always happy tgt most of the time. he told me that he nvr love anyone like this b4 & he had never been this happy in a RS.
due to the pandemic, he had lost his job & need to move back to his country. we had been separated & LDR 9mths due lockdown. He will always contact me daily (video call & etc ) he was jobless for 5mths and his current new job he only get half of his previous paycheck. He ask me to go over to him, repeatedly many times, which I am not able to due to closeBorders. he went to see houses and cars so that when the border is open we can settle down. (Unfortunately, his loan fail even after several tries )
Last 2weeks , he told me that he will leave me in order for me to be happier and have a better life cos he had no car & no house. He say that he see the way I live my life he is afraid that he can't give me the happiness or the life I want. I tell him that we can sort this out tgt, but he say he don’t want me to regret later & he will be more broken. he say I beg u pls don’t ruin ur life.
he ask me to Treat him as he is dead and a useless man. I told him I can’t let him go but he said he will do things that makes me hate him like finding other gals so that I will hate him to the max and leave him. I call it off.
After a week of silence , he call me up, we talk for two days & he told me about his job and life and how stress he is at work that he can’t think of anything else. I told him if he needs space I wil Give him space. The next day he text me that he still loves me a lot and nth can change that & missing me a lot , but in order for me to lead a happy life he needs to let me go becoz he don’t want to hold me up & he don’t deserve my love coz whenever I need him, he can’t be there for me. He ends with “ I think we need to give each other some space , sorry & take care” .. we jz end right there and it’s been two weeks of no contact.

He text me and I don’t know whether or not I should reply. Some say jz reply follow your heart, but I scare after reply I got hurt again. what should I do?

the text say : I just wanna tell you that miss you so much and dream bout you please do take care and I just wanna said I love you so much and I can’t forget you at all
