if anything, I have love for you sounds like I have feelings for you, some feelings, some love, a little of love, maybe a crush, maybe infatuation... maybe he has some reserves and did not want to end up feeling like that for you.
the way you say "my someone" makes it unclear who is this person to you, if a friend, a SO or else...
saying the I love you, would sound like a more involved, invested situation.

I wasn't there but I would think that if he has love for you it does not mean that he loves you. It means that there is a place in his heart for you. It's not the same.
