Yes it can be. Just a casual walk and talking and learning about each other, out in the open with no noisy crowded spaces. Just comfortable atmosphere where you each can just be yourselves.
It doesn't have meaning of at a bar or restaurant or movies to be considered a date walk in the park can be just as romantic and fun depends on how you look at things but I would consider that a date
If you make prior agreed upon arrangements to meet, in other words you set a time and a date, then it's a "real date". The activity doesn't matter, it's the above criteria.

No, and I am the biggest fan of cheap dates. I think you have to plan an actually activity.
walking in a park is not a date, it is an ADDITION to an actual date

I don't see why not. I love walks or hikes through nice areas for dates. Hikes are my ideal date.
A real date is like an adventure in that the destination isn’t the biggest part.
You could make anything a date. Do taxes together. As long as you're having a fun time.

Dating is rarely a walk in the park.

Not for me it wouldn't be.
It depends on the inception. If intended as such it is as good as any.
Sure, why not? I don't think its any different than meeting at a coffee shop.
Hanging out can be considered a date.
