The age of consent is 17 in my state, so I wouldn’t really care. If it’s 18 in your state, then he made the right decision, and you should expect anyone else in his position to do the same. Not everyone wants to go to jail.

Read up on what the law says related to this in your country. We don't know where you live. It all depends on that, if what you ask matters or not. I think generally the law is specific about who can have sex with who at what age, and not who you can hang out with / meet as friends, or "date". So, if it's not allowed for you two to have sex yet, then you could just date and hang out.
