He likes me and I like him too but he doesn't know that cause I keep rejecting him, it hurts to see him waiting, how can I make him stop trying?

So I like this guy but I cannot be with him for a personal reasons that I don’t want to share with him, and every time I reject his offer to be with him hurts.
He is persistent and every time we talk he tells me how much it hurts for him to get rejected again and how much he wants to be with me!
Around 4 months ago he stopped trying and after 2 months his granny died so I sent him a message to give my condolences and he took that as green light signal so he started trying again and I started rejecting him again, I feel like instead of making him lose interest, I’m leading him on.
Help me out, how can I make him lost that little hope he’s hanging on to?

I don’t always respond to him, I ignored him multiple times, I told him I’m not interested and I told him that I don’t want to talk with him. I don’t think he thinks that I’m trying to play hard to get because it’s been more than two years but I think he enjoys the chasing or he thinks that if he tries more he’s gonna get the okay!

I know that if I told him my reasons he wouldn’t stop , it will only make him more determined! He’ll be like okay I know why you were rejecting me and I want you despite this, so I wouldn’t have any defence anymore!
For me it doesn’t matter if he still wants me after I tell him, i know he’s gonna think that my reasons are minor and are not that serious or important but I think my reasons are enough for me to not be with him even if he accepts them!
