
Should I be allowed to go on a ice skating date with a 16 year old that has a provisional driving license that allows one passenger under age 18?


Is your parents' objection that he is an inexperienced driver, or do they not wanting you alone with a boy two years older than you?
Mostly, the second but it is not a strong objection. Most of my dates are group dates or at the boy's or my house if the parents are home. And, usually closer to my age. He is not an inexperienced driver. To get a provisional driver license, you must have an approved (believe 30 hours) driving course for a learner's permit, pass the driving and written tests. Then have 6 months driving experience under adults supervision with a learner's permit.
I've ben driving for 53 years. At age 16, he is an inexperienced driver. But that isn't the real issue, is it?

Right, it's not that your parents question your present intentions. They question HIS intentions and whether you are strong enough to say "no" if he suggests anything improper. So look for a compromise that allays their concerns, like you two meet for ice skating and then one set of parents picks you up and brings you home. I KNOW that is not as satisfying as he date he suggested, but it gives you time together.
Their concern is not based on the likelihood that he will try something improper. They pobably recognize that he will PROBABLY trat you with respect. But if he doesn't, the consequences can be catastrophic for you. And him. And your parents. As much as you hate it, you know that they are just dong their job as good parents.
Of course, and when you are 18, your parents will have more confidence in your ability to handle guys who do not want to be gentlemen.

You are getting to the age where going on an occasional date with a boy should be allowed if he comes to your house to pick you up and meets your parents, sets limits on when you will return, and they decide he is not the type of risk taking boy that cannot not be trusted driving. If he is not speeding and being reckless there is almost zero risk of being injured when driving a few miles.
Google says if he has a provisional driver's license, he needs to be accompanied by an adult over 25. Even so, personally if I was a father, I wouldn't feel comfortable having an inexperienced driver, drive my daughter
What is required is based on the law; not Google. In some countries or states that may be the requirement for a learner's permit. In my state, "You are to be supervised by an adult (21+) or sibling (18+) whenever driving with your learner’s permit."
Provisional driver's license: "If driving between 6 PM and 5 AM, you cannot have more than 1 passenger with you under 21 years old unless you’re accompanied by an adult."

I don't know the driving laws in the USA, here a provisional driving licence holder has to have a qualified driver with them
