We talk on the phone almost everyday. While we are on the phone he gets other calls non stop. I’m getting put on hold or he’s either going to call me back. When we are together in person, he’s on his phone but he gets no calls or not that many. He never answers the ones he does get.

Yes, it is weird in today's world that he is not on his phone around you as it is a rarity. Most people consider this situation to be a good thing and would assume the guy is courtesy and values you highly. In other words, he has made you the Priority when you are in his presence. Tons of both women and men would die for his determination.

Often in situations like this where the man can draw clear lines, it is likely that his whole life is conducted in this fashion. He likely also makes you a priority when he is not in front of you. I am trying to find a downside to him focusing only on you when in your presence. It seems that he assigns you Highly Valued standard.

Hold tight and see if he behaves the same with all people or if this is specifically you.

Someone else noted that it is usually a sign of cheating. That is certainly ONE possible explanation. It s also possible that he silences his ringer when he is with you so that he won't be distracted and you will have his undivided attention. It is POSSIBLY weird but dont be quick to jump to any conclusions. Wait and watch his other behaviors.
