Why would Phoebe do this? What does it mean?

Two months ago, I bought a pair of parakeets. Joey & Phoebe. They were both frightened of their new surroundings, and of each other. After they calmed down, Joey started checking out Phoebe. She’s a very attractive blue parakeet, and Joey noticed. Joey was playing it cool, and slowly inching his way over to Phoebe's side of the perch. Once he got close to Phoebe, Phoebe jumped down to the lower perch. This went on and on, until Joey just gave up. I thought this was for the best, because they were getting into a few loud squabbles, and I didn’t want the nextdoor apartment to hear.


But just when everything was working out, Phoebe started sauntering her way over to Joey’s side of the cage! WTF? Joey wanted nothing to do with Phoebe, and jumped down to the lower perch. Then Phoebe jumped down to the lower perch. Soon she had Joey backed into a corner, and started rubbing her beak against his beak!


Poor Joey (who didn’t trust me because I’m a human) looked toward me for guidance. (Joey looked more confused than Biden at an Easter egg roll.)


I just shrugged my shoulders, and Joey shrugged his shoulders. Joey & Phoebe have been doing a lot of beak-rubbing, these days. What does it mean? Things are just moving too fast, and I'm not ready to be a grand-bird mom.
