There is no universal answer for all men. People shouldn't be generalized. Some will some won't or some do and some don't is the answer to every so all men or all women insert whatever next questions.
If you think it's too early for that then tell him. Open communication is the only way to finding out what he thinks and helps you understand each other, respect each other, understand boundaries, and helps both of you realize if this is a relationship worth staying in.
Asking us opinions about what all guys think or do will only lead to different opinions (because we're not the same) and lead to you knowing nothing important. The one guy you need an answer from is from him.
Also, if he's asking you to go out on Valentine's Day that implies he doesn't think it's too early. Just talk to him.
I don't see any problem with going out on Valentine's Day. So what if you are still in the early stages of dating? It's not "I love you with all my heart. Will you marry me Day."
I mean you can give a Valentine card or gift to someone you've never even dated, so why not go out, celebrate and have some fun with your boyfriend/girlfriend?
But how is he my boyfriend? Am I not single?

I like him.
But I feel nervous before dates and I need lots of preparation

I dont think its too soon , I think its really nice that he wants to do that.. the day has taken on more Western meaning in recent years.
We want to spend as much time as Possible with our Girlfriend especially if we just started Dating so If it is just because your busy at work and tired when you get home then just explain that to him and usually he will be okay with it, But if it's because of him or something else you Should talk to him about it and tell him how you feel.
If it's a casual date, then I think it's OK.
But it seems a bit early for a full blown romantic dinner/date.
Too soon, too much pressure.
Save that for later.
