That's not true at all. It depends on the customs in the area. When I'm in various locations in the southern USA, like Georgia, the Carolina's, Alabama and Louisiana, it's very common for a waitress to call everyone sweetie, or darlin', if that's their style. It's just how you're greeted, and it's nothing else. If that same woman is attracted to you, she'll let you know.

The answer is simply no….. It CAN but usually not. Observe her if she’s calling everyone sweetie or a name like that it’s probably for tips. I can generally tell when someone’s hitting on me.
It’s complicated because when people are working being friendly and in some cases borderline flirty does get tips. However, if someone genuinely likes you they will probably tread carefully because they still have to be professional and don’t want to risk their jobs or just embarrass themselves in front of everyone. So likely they won’t be direct either.
If you’re talking to this waitress and the conversations are brief and she’s not really super busy. If it’s super busy that’s not her fault but if she doesn’t stand around and talk or linger chances are she’s doing her job. If she really wanted to engage with you she would but she’s probably talking to her friends or on her phone. Not that she’s giving bad service she may be attentive. But you’ll notice she doesn’t hang around or cuts conversations short if you talk to her.
Over the top responses. This depends on the person. But if the reaction to your complements or whatever lines is super over the top. Probably not genuine. OH MY GOSH THANK YOU….
Also, notice how she treats other customers. Obviously if you’re tipping high that may cause them to be more attentive to you. But if you’re an average or slightly above average tipper… And she’s paying more attention to you. Giving you freebies. More talkative to you than other guests. Especially other dudes….. Not just walking away from you and engaging with you when she has time. Trust me….. Things get awkward fast and nothing can kill a good tip more than awkwardly having to reject someone. So she probably won’t put herself in that situation.
If the smiles seem genuine. She talks to you differently like she’s using her real voice not super over the top. That’s probably more genuine. Now…. Maybe she just thinks you’re cool I don’t know. But it’s a good sign. With “sweetie” and being over the top but also overall brief. It’s not a good sign. Just be nice and move on.
All in all. You never jnkw. Just be respectful. Wait until the end. Maybe write a note or just ask her. So it’s not super weird. If you’re rejected gracefully move on. She was doing her job.
But remember while I don’t think it’s wrong to ask someone out. How you go about it matters
