No, I don't understand. He hasn't fully expressed that he loves me, but if he doesn't, I don't understand why he continues the relationship.

He told you he doesn’t love you or want you. If he doesn’t affirmatively say “I love you” and mean it, preferably without you reminding him, you should probably dump him.
