Call instead. I tend to believe them easily that they genuinely mean it it if I could hear regret in their voice. Texting doesn't reveal how you feel and whether you genuinely regret what you did/said as they can't hear you.

If it's online, it doesn't matter if it's texting their number or through social media. I'd use the way they're more likely to see the apology. But apologizing in person is always best.

It is best to do it in person, if possible. Depending on the situation, calling would be better then sending a message. If you had to choose between the two options you listed, it's whatever one you think he would be more likely to see.
