Hard to say honestly. That's partly because everyone is bothered... by someone who thinks they're bothering you. Especially if it's something you've expressed more than once (in the past).

So, it could indeed mean what you're worried it means. He felt no need to reassure you, therefore you're correct. But not necessarily. Again, especially if this isn't the first time he's heard this from you. If that's the case, then it doesn't necessarily mean he is generally botherer by you. It could just mean that you asking whether your bothering him bothered him (it truly is annoying as fuck if someone regularly expresses this. It makes you want to roll your eyes and not play the "reassuring game" once more. In which case he might not have replied).

If this is the first time you've said this, maybe it means something. If not... I wouldn't worry about it. Just don't continue saying it if it's already something you tend to say. That itself is something that tends to bother people (bothers me anyway).
