I am writing a summary for a Russian Teacher job position

“Passionate, ambitious and energetic Russian teacher with 3+ years of classroom teaching experience in Moscow, Russia.

An enthusiastic teacher who is ready to make each lesson a fun and interesting experience for her students.”

Is this grammatically correct?

It's grammatically correct. Are you applying for a position or are you critiquing a particular teacher? You might want to make that more clear.

If you are speaking of a specific person, you might want to mention their name or at least use a pronoun like he or she.

After ambitious put another comma. When making a sequence always have another comma. I always see that mistake and when it's not there you're combining the two nouns/adjectives into one part of the sequence which is grammatically incorrect. Other than that it looks good.

One thing that I would change is rather than, "... with 3+ years of classroom teaching experience," write "... with over 3 years of years of classroom teaching experience."

The plus sign (+) is a binary operation found in in arithmetic. It does not read well when used in sentences.

Well from a resume standpoint the plus should be there, so if she's writing an objective statement/summary she should leave it there. When I present resumes to companies I always recommend putting a plus sign where they can.
