So within all of my jobs I noticed that when you start a new job the veteran employees there will snitch and tell you for breaking the rules and not doing stuff right and management would correct the new person but when the new person notices the veteran employees breaking and bending the rules and complains about it, management and HR ignores it, why is work like this?

Veterans are usually overlooked as they're experienced and might be in the company before HR even joined the job. So HR will respect those employees more. And they are also habituated with those employees and will assume that those employees already having knowledge of rectifying their mistakes whereas new employees are completely new to the corporate world so they are most stressed on and they need to be guided according to the HR knowledge
