I got a new job that I started two months ago. When I was hired I was told by HR that I would get paid bi-weekly it was also listed on my contract. However 3 pay periods went by and I did not receive my paycheck. I contact HR and payroll and they kept giving me the run around. That it would come on this date and that date. Next thing I know it’s has been two months I haven’t gotten paid. I confronted them today and said I don’t get a direct deposit by today I will contact the labor and wages department and report them. In order to cover there butt they created a spreadsheet saying they” all the funds into my account.” I felt so defeated and frustrated because I have received any deposits and they had the correct information so I quit. Out of respect for my job and other employees I still gave a 3 week notice but I highly doubt that I would get paid even if I work during my resignation period. Is it professional to quit due to non-payment?
I've seen this before. They literally don't have the money to pay you. They are prioritizing how they spend the little money they have, and you are not top priority. They are probably on the verge of bankruptcy and barely keeping their head above water.
Go to whatever labor agency there is in your jurisdiction and report it. That still doesn't mean you'll get paid, but it might help.
This is why I started being careful when considering new jobs. I look for red flags that their finances are unstable.
Running a business and keeping it afloat is not easy. A large number of businesses are in really bad financial situations. Most businesses go under.

You should have quit 3 weeks ago. Call the department of labor. If your employer doesn't pay you the Government will and they will sue your employer
Sounds like you should follow through with your threat and yes, no pay, no work; No need to be professional when they are not.
