I doubt he’ll be fired unless he continues the patterns. Most cases like this are a “we warn you now so we can give you the chance to learn.” If he doesn’t learn then he’s fired because that not only demonstrates a level of sexism that most companies don’t want representing them but also it shows the soft skills he lacks and that’s not an employee worth holding on to.
Then it’s probably not the first time a complaint like that was made against him

now if it's a common thing for the guy to do (particularely if it's not hidden and done with the intention to harass the woman) after being told repeatedly to stop and that it's become a problem for that woman at the job, yes
Depends on the investigation and what they find. If he stares at her constantly and often then he probably should be fired. People shouldn't be able to stare at others. It's creepy as fuck.
I believe the saying goes "Your rights end where someone else's begins."
That might depend on just how long and how much he was "checking" her out!
However let's be totally honest here, in saying that it's more than just a day occurrence for the majority of women, who like myself, just either laugh and shrug it off, or just completely and totally ignore it.
